What the complex is

Palm Beach Towers is a three-building complex right at the entrance to the Palm. The factsheet gives 51 storeys, 1,265 residences, developer Nakheel; confirmed amenities include a pool, parking, a retail gallery, sports courts, a barbecue area and landscaping.

The complex's long construction history explains everything else about it. Buildings 1 and 2 broke ground back in 2007, the third in September 2022. Changes of contractor and management decisions by the developer meant that by autumn 2024 none of the three towers had been completed.

The location, meanwhile, is one of the best on the Palm: the entrance zone, with the monorail and Nakheel Mall within walking distance, and the Marina and Dubai Harbour minutes away by car.

What the deals show

The reputational trail from years of delayed construction shows up in the registry figures, and it's spread unevenly across the towers. Most deals recorded on the third building were at a loss to the seller — because of an inflated developer price at launch. Deals on buildings 1 and 2 were slightly in the black.

This is a rare case where the difference between blocks in a single complex matters more than the difference between floors. A buyer who looks at "Palm Beach Towers" as one property is comparing incomparable things: the blocks differ in entry price, in stage of completion and in resale history.

The assessment investors were hearing as of autumn 2024 was cautious: wait for construction to finish — a year or two — and don't panic. In other words, the property was treated as a hold, not as stock for quick assignment.

What to check before a deal

First, exactly which block is being discussed and what stage it's at. Second, the previous owner's entry price: in a project with a history of loss-making resales, that's a direct benchmark for what a lot is actually worth.

Third, timing. In a project that's been under construction since 2007, the handover date in a sales presentation has limited value; look at actual physical progress and at what the contract says about the consequences of delay.

Fourth, comparison with neighbours. A 1,265-unit complex will put a large volume of supply onto the Palm market all at once on handover, and that weighs on the exit price in the first year after keys. For a buy-to-let purchase that's more of an opportunity; for a buy-to-resell purchase, it's a risk.
