The difference is in what's actually being sold. The villa section of Hartland isn't 'a bigger house' — it's a different product: canal-front plots, a gated section of the district, its own infrastructure. Buyers are paying not for square footage but for the fact that there are fifty of these plots, and there won't be any more.
The practical takeaway: the rule 'a bigger house costs less per square foot' holds in mass-market suburban districts and breaks down where land is scarce.
