Where it is
Al Marjan Island is a reclaimed archipelago in Ras Al Khaimah and the emirate's main construction site: Wynn Al Marjan Island, the first gaming-licensed resort in the UAE, is being built here. Its opening is announced for 2027, and the whole island's development is treated as a bet on that project.
Oceano sits on the same island. In broker training materials it was listed as a project by The Luxe Developers on Marjan, and an aerial shot of the island with the tower was the only image in the set.
How to read a purchase like this
Ras Al Khaimah is a different market from Dubai's: rental rates are lower, seasonality is more pronounced, resale liquidity is worse. In exchange, the entry price is noticeably lower, and the casino story gives the kind of infrastructure driver other emirates don't have.
There's one practical question for any project on Marjan: what happens to rental rates once Wynn opens, and how much new supply arrives on the same timeline. Nobody has an answer to that today — and that is the main risk.
Product mix and pricing
Oceano combines apartments, penthouses and Sky villas with private beach access; shared facilities include a gym, spa and a sea-view pool. In summer 2024 entry started at about AED 5.1 million (around $1.4 million).
In May 2024 the developer added two standalone villas, The Celeste and Stellar, priced from $49 million (about AED 180 million). Each is at least 1,950 m² with six or seven bedrooms and several living rooms, plus a terrace of around 4,500 m² with a landscaped pool — at launch the most expensive villas in Ras Al Khaimah.

and nothing is added on top of what the developer has already been paid.
