Who is building it
Modon is Abu Dhabi's government holding company and, alongside Aldar, one of the emirate's two main developers. For a buyer from another country, this is the single heaviest-weighted line in the project's listing — access to land and non-completion risk in the UAE work differently for a government-backed developer.
Indirect confirmation of demand for its product: the company's launch on this same island in July 2026 sold out completely within a week, for over AED 1.25 billion, with 71% of buyers foreign nationals, according to the developer.
What's for sale
Launch pricing for the latest phase of two buildings: a one-bedroom at 91.8 m² — from AED 2.5 million; a two-bedroom at 134.4 m² — from AED 3.15 million; a three-bedroom at 236.4 m² — from AED 4.6 million; a four-bedroom townhouse at 386 m² — from AED 6.2 million; a penthouse at 404.6 m² — from AED 9 million.
Note the sizes: 236 m² for three bedrooms and 386 m² for the townhouse are noticeably larger than the Dubai norm in the same segment. The project's bet is on size rather than unit count, and that changes the buyer profile: people come here for family housing, not for a rental unit.
Payment plan 5/45/50 — entry at just 5% on booking. For Abu Dhabi that's a low threshold, and it also means most of the sum falls due in 2028–2030.
The project's bet
The logic of entering here is simple: the island expects to become the main alternative to Saadiyat by 2030. Today that isn't yet the case — the island's infrastructure is sporting, residential development is only taking shape, and the first community isn't handed over until late 2027.
Accordingly, buying at this stage is a bet on a scenario, not a calculation based on an existing market. It could pay off — the emirate has both the money and the track record of bringing islands to a finished state. But it can't be verified against today's numbers, and selling it as a guarantee would be dishonest.
Earlier phases and the community
Bashayer first went on sale in November 2025: villas of four to six bedrooms from AED 7 million ($1.9 million), a small number of eight-bedroom beachfront villas, and apartments from 80 m² at roughly AED 2.35 million. The plan was 50/50 — half in 5% instalments, half on handover — with 2029 given for the first phases. Short-term letting and resale before completion are allowed.
The final apartment phase followed in July 2026. Besides apartments and penthouses it included two-bedroom townhouses from AED 4.3 million ($1.17 million). The buildings are low-rise, G+5, and some residences look out over both the water and the golf course.
Community amenities as announced: a 3.5 km waterfront promenade, a park, pools, a spa with a salt room, a gym, a digital library and co-working space.

The final payment on this building falls in 2030 — under off-plan plans that is
40–60% of the price in one go. A UAE bank closes it: the flat becomes the security,
and nothing is added on top of what the developer has already been paid.

Modon's first residential project on Hudayriyat Island — 157 villas and 330 apartments — sold out completely on launch day, bringing in about $820 million. The developer has already followed up with Bashayer Final Phase, the last release in this cluster.
Hudayriyat is a 3 000+ hectare island off Abu Dhabi’s southern shore that state developer Modon is turning into a sports and residential district. Nawayef Village’s 378 townhouses (about AED 2bn) sold out on launch day; Bashayer sold roughly AED 3bn in a day in December 2025.
