What the place is
A small man-made island off the Jumeirah shore, laid out in the shape of a seahorse and joined to the mainland by a causeway. The city centre is minutes away rather than the half-hour the Palm requires.
The core of the island is the Bulgari resort and residences, with their own beach, marina and yacht club. Around them sit plots for private villas and a small number of houses built to individual designs.
The island is complete and finite in size: no new plots will appear here. This is the rare case in Dubai where supply really is closed rather than merely not yet released.
A foreigner takes full freehold, and transactions run on ordinary terms.
How this market differs
The arithmetic that works elsewhere in the city does not apply. Price per square foot here is among the highest in Dubai, while yield as a measure means almost nothing: the rental market is bespoke, and what is bought is the asset itself rather than an income stream.
Few transactions occur in a year, and each is noticed. Both good and bad follow from that: prices barely sag in a downturn, because forced sellers are rare among owners at this level — and finding a buyer when it is your turn to exit can take a very long time.
The comparison with the Palm suggests itself and is inexact. The Palm is a large district with its own infrastructure, thousands of apartments and a live secondary market. Jumeira Bay is a few dozen properties and proximity to the centre. They are different products.
Who it suits
Someone buying for themselves who wants privacy together with a five-minute drive to the centre.
Someone holding part of their capital in a scarce asset and not counting on a quick exit.
And it does not suit an investor with a two- or three-year horizon: this market is not about speed.
What to check before buying
The aspect: the island has city-facing and sea-facing sides, and the price difference between them is material.
The building rules for the plot if land is what you are buying: height, footprint, setbacks from the water.
Running costs. Island properties with a private beach and marina carry a high service charge, and it is a permanent line for as long as you hold.
And a realistic exit period. Ask the broker how many comparable properties actually sold in the past twelve months, not how many are listed.

The quarterly Land Department index is one number for the whole emirate. The monthly one counts villas and apartments separately — and in 2026 that is the point, because a blended average masks how far the segments have diverged.
Off-plan took 72.8% of the month's deals and ready homes 27.2%. Ready volume was up 11.4% on the month, and off-plan alone fell both month on month and year on year (−45.3%). So negotiation is realistic on apartments and off-plan, much less so on completed villas in established communities.
