Provincial nominee programmes
Each province runs its own streams aligned to its labour market, and a nomination adds a decisive number of points. Several provinces operated entrepreneur streams that functioned as de facto investment routes; a number have been suspended or tightened, and allocations to provinces were reduced substantially in the 2025 planning levels.
The business routes
- Start-up Visa, requiring support from a designated venture capital fund, angel group or incubator — a real endorsement rather than a fee.
- Self-employed, historically for cultural and athletic figures, with processing that has been paused amid backlogs.
- Intra-company transfer for executives and specialists of an existing foreign business establishing in Canada.
Property and tax
A federal prohibition on purchases of residential property by non-Canadians has been in force and extended, with exceptions. Provincial foreign buyer taxes apply in the hottest markets.
