What the DIFC premium buys
The financial centre is not only an address; it is a jurisdiction. It has its own common-law framework, its own courts and its own regulator. A company transacting across the region pays there not for the view but for the certainty that its contract will be read by a court it understands.
Hence the zero vacancy. Demand comes from tenants for whom there is no substitute, not from tenants comparing rates per foot.

Why Business Bay is the middle rather than a compromise
Business Bay sits at the entrance to Downtown, connects to Sheikh Zayed Road and the metro, and is where new office towers are actually being built. For a tenant it is the place to find modern floorplates without a DIFC rent; for an owner it is the district with the most new competition arriving.
The trap in the Sheikh Zayed Road range
A spread of 260 to 360 on one road is not noise. Neighbouring towers of different vintages live in different price worlds: floor plate efficiency, ceiling height, lift ratios, parking allocation and the state of the air conditioning separate them. On this stretch of the city, "an office on Sheikh Zayed Road" describes almost nothing — the building does.
How to use these numbers
For a tenant, they set a negotiating band and a realistic budget by cluster. For an investor, they explain where yield comes from: the highest rate per foot is not the highest return, because entry prices in DIFC reflect the rent. The interesting arithmetic is usually in the middle of the table, where the rate is respectable and the purchase price has not yet fully priced it in.
